Personal Statement

The focus of my practice is providing SAP substance abuse assessments to employees who are subject to the Department of Transportation (DOT) drug and alcohol regulations. “SAP” evaluations are only provided to employees who are required to see an SAP under federal law. If an employer is not under the auspices of the DOT, the employee would receive a drug/alcohol counselor (DAC) evaluation. What differentiates an SAP from a DAC is that the SAP has completed a Qualification Training and SAP Exam covering Part 40 and the model rules. Neither the Qualification Training or the SAP Exam is related to a case that is not under the DOT.

DAC evaluation and recommendations, if any, are based on the company’s written policy. Each non-DOT employer is required to forward a copy of its written testing policies, along with a clear explanation of what is expected by the employer in writing. The written policies should also be provided to all employees prior to testing so they know what to expect.

Companies are encouraged to maintain a drug-free workplace program even though NOT required to do so under federal law. A written drug and alcohol testing policy helps to maintain a safe work environment, and save the company money. All non-DOT employees will not need treatment or education and may be able to return to work with no recommendations.
